Cal’s primary goal when working with his clients is to help them avoid litigation, government enforcement actions, and other disputes by developing and implementing risk mitigation strategies. These strategies include implementing, updating, and enhancing corporate compliance programs, and helping clients investigate complaints and other issues raised internally before they ripen into litigation or result in whistleblower allegations. When conducting internal investigations for corporate clients, Cal guides clients through the investigative process, using his in-depth knowledge of how prosecutors and regulators approach such allegations to investigate allegations and advise clients on the most complex and sensitive issues.

He is experienced representing health care providers, facilities, pharmacies (including compounding pharmacies) and other clients in the health care industry during criminal investigations and in civil enforcement actions, including allegations involving the Racketeer Influenced and Corrupt Organizations Act (“RICO”), the False Claims Act, the Anti-Kickback Statute, Stark Law and other health care fraud and abuse laws and regulations. Cal also represents clients in non-health care litigation and investigations involving allegations of fraud, racketeering and RICO violations, export control laws such as ITAR and EAR, and violations of the Food, Drug and Cosmetic Act.

Cal is also an experienced commercial and civil litigator, particularly in litigation arising out of the health care industry. Cal represents a wide array of health care providers including hospitals, health care facilities, nursing homes and other long term care facilities, individual providers and practices, and medical staffs in civil litigation arising from payor disputes, utilization review management issues, and medical staff credentialing and privilege disputes. As part of his health care litigation practice, Cal has also represented a number of health care facilities in employment-related litigation alleging violations of state and federal health care whistleblower laws and physician disciplinary matters.

Cal also represent clients outside of the health care industry in various civil litigation, regulatory, and government enforcement matters. Cal’s clients include businesses in the consumer products industry, the online marketing industry, wholesale industry, and emerging technology industry.

Cal received his J.D. from Boston University School of Law and his B.A., cum laude, from Brandeis University. He is admitted to practice in Massachusetts, Rhode Island, and in the U.S. District Court, District of Massachusetts and U.S. Court of Appeals, First Circuit.
